It is noted, that petroleum specifics have been reflected in Mining Charter (effective before 1917) and Mining Law of Russian Federation (effective before 1976). it is shown, that apart from Mining Charter petroleum activities have been regulated by numerous and very detailed instructions, issued by Minister of Agriculture and State Property, and under Soviet regime, and also currently, all regulation in this area has been conducted and is being conducted by departmental norms and rules only.
