It is shown that, under certain regularity assumptions, the sufficient conditions for solvability of the model matching problem (MMP) in terms of structural invariants presented by Moog, Perdon, and Conte [SIAM J. Control Optim., 29 (1991), pp. 769-785] are also necessary. The seeming controversy involving the example of Huijberts is resolved.
