The perturbation formula for regular free boundaries with respect to various parameters of the obstacle problem, which has been known in the case of elliptic problems, is proved by a new method. The method introduced here extends easily to parabolic problems as well. This enables a study of optimal control of regular free boundaries in elliptic and parabolic obstacle problems.
