The market economy has imposed new requirements for management of oil refineries in the structure of vertically integrated oil companies, primarily for production efficiency and flexibility of management. The dynamics of scientific and technical progress and the evaluation of the economic conditions are causing oil refineries to become increasingly complicated systems. New methods which satisfy the requirements of the complicated external and internal conditions of the refinery are required for ensuring the manageability of such systems.
