We observe two priorities fbr COP 6 - early entry into force and sowing seeds for the future dynamic evolution of the Kyoto Protocol. Due to growing awareness of difficulties in national implementation, extended flexibility is important to achieve ratification. This has to be accompanied by a transparent system of inventories and registries avoiding a bureaucratic compliance system.
