We consider the exact controllability of a linear conservative system (A, B) associated with Hilbert spaces H and U. We get a necessary and sufficient controllability condition. This condition is related to the Hautus Lemma from the finite-dimensional systems theory. It is an estimate in terms of operators A and B alone.
