Advancing chemical industry and its complex chemical plants have been progressing along with frontier technologies, having large and technically intensive chemical plants with updated process, equipment and facilities, etc. Moreover, these high technologies of complex chemical plants have been mostly producing, handling and storing very toxic, explosive and dangerous products in a close boundary of the limited industrial complex. And also, they are transporting these products all over the country and overseas. Earnestly and ultimately, in order to prevent and minimize any serious happening and situations by human errors which resulted from human factors, the author is summarizing this paper with the theories and hands on experiences over thirty years in the worldwide fertilizers and chemical plants in Korea as well as in Mailiao Formosa of Taiwan R.O.C. and Oswal of India. Furthermore, summarizing with knowledge and hands on experiences from the technical exchanges with senior chemical engineers in the U.S.A. and other advanced countries.
