제목 | Environmental management system based on material flow analysis to establish and maintain Eco-Town for sustainability |
초록 | Eco-town is one kind of eco-industrial parks and recycle-oriented regional area constituted by Japanese government such as METI and MOE. The eco industrial park includes companies which are located in a specific area and its coalition. The eco town includes not only specific industries but also indefinite stakeholders in the targeted area. Such stakeholders distributed widely in the region often play important role on environmental problem, so they are required to be embedded in the eco town. The eco town has to supply substantial information to suffice them. In this paper, we propose an environmental management system to design and to maintain so-called eco town. It comprises two parts, one is material flow analysis (MFA) to clarify the conditions of regional area and the industries, and the other is environmental information database to design the material recycle network among industries for the establishment of sound material society. MFA reveals some characteristic values, such as resource consumption, production and waste discharge among the industries and in the focused regional area. We combine these values and offer new indexes to comprehend current situation. The database includes recycle technologies, materials flow and thus the waste discharges from entire industries. Industries can utilize the an environmental management system to design the treatment process for treatment of their wastes by referring it to look for adequate technologies and systems. The database can be utilized to begin new recycle businesses in the field of wastes treatment and management, as well. Providing such information for both industries and the residents can support to bridge between demand and the supply of materials for recycle. This system was applied to design the appropriate material and energy recycle system to minimize the energy and resources consumptions and to minimize the wastes discharge in the city of Nagoya. |
