제목 Water Reuse Challenges, Keys of Success and Main Trends of Development
초록 Growing water scarcity worldwide and stringent water-development regulations to protect the environment are two major challenges facing water professionals in implementing integrated management of water resources. The water pollution control efforts in many countries have made treated municipal and industrial wastewater suitable for economical augmentation of the existing water supply when compared to increasingly expensive and environmentally destructive new water resource developments that include dams and reservoirs. Thus, the beneficial use of treated municipal wastewater is considered as a competitive and viable water source option. Recycled water makes it possible to close the water cycle at a point closer to cities by producing “new water” from municipal wastewater and reducing wastewater discharge into the environment.

Despite the growing development of water reuse worldwide, water reuse programs are still faced with a number of technical, economic, social, regulatory, and institutional challenges. Some of the water-quality concerns and evaluation of long-term environmental, agronomic, and health impacts remain unanswered. Furthermore, the economic benefits and financial performance of water reuse are difficult to assess and demonstrate. In addition, some local or state standards unnecessarily constrain reuse applications and institutional capabilities to manage wastewater reuse are often lacking.

In this context, the main objective of this presentation is to discuss the main challenges and keys of success of water reuse projects worldwide. A specific focus will be made on membrane treatment that has been approved as the best available technology for the production of high quality recycled water. A number of projects are under operation for indirect potable reuse (Water Replenishment Project in Orange County, California; Wulpen Aquifer Recharge Project in Belgium, NeWater Projects in Singapore). The high reliability of membrane treatment and the decreasing membrane cost favoured the implementation of membrane tertiary treatment for non-potable applications such as urban uses for landscape irrigation, toilet flushing and fire protection (Sydney Olympic Park and Rouse Hill, Australia), as well as for industrial purposes as cooling or boiler water (West Basin Water Recycling Project, California; Luggage Point Project, Australia). Nevertheless, membrane fouling and system’s failure remain the major challenges for membrane plant operation.
