제목 | Rainwater Revolution: From Drain City to Rain City - Case Studies in Korea |
초록 | Current urban water management system is under serious threat due to the climate change, urbanization and aging infrastructures and energy crisis. It will be a big challenge to the urban water managers how to cope with such a threat for sustainability. New paradigm in the urban water management is to manage rainfall in its watershed; that is, to store and manage the rainwater in the local area. By storing rainwater in a large number of small tanks, peak runoff is reduced and the time to reach peak flow is delayed. Relatively clean water stored in the tanks can be used for non-drinking purposes, resulting in water conservation. Several science and engineering research result are being made which supports the change of paradigm to decentralized rainwater management. Several successful case studies are promoted under the Green Growth Policy of Korean Government. After industrialization, the modern concept of rainwater management has been to drain, using too much energy and resulting in many problems in urban water management. However, the traditional concept of rainwater management has been to collect rainwater which is to be harmonized with nature using less energy. We need to revive the Rain city concept for our sustainability of urban water infrastructure for climate change adaptation and harmony with the nature, other people and next generation. Coupled with the traditional concept and advanced technology using IT and new material, we can be prepared for the climate change. We need to make worldwide Rain City network for the city officials, Rain Citizen network, Rain business network, and Rain Scholars network. Rainwater revolution is required for sustainable society and for climate change adaptation. |
